راهبردهای نوین حفاظت از زیرساختهای حیاتی
امروزه زیرساختهای حیاتی در برابر حوادث طبیعی، حملات عمدی فیزیکی یا سایبری و تجاوز کشورهای متخاصم بیش از قبل آسیبپذیر هستند. به علاوه، از آنجایی که بیشتر عملکردهای جامعه وابستگی شدیدی به عاملیت زیرساختهای حیاتی دارد، هر گونه اختلال در کارکرد یکی از زیرساختها میتواند منجر به ایجاد پیامدهای مخرب در سایر زیرساختهای وابسته و به تبع آن در کل جامعه گردد. از این رو، بحث حفاظت از زیرساختهای حیاتی به یکی از اولویتهای تحقیقاتی قرن بیست و یک تبدیل شده است. در کشور ما، مستحکمسازی زیرساختهای حیاتی و کاهش احتمال حملات عمدی، آسیبپذیریها و پیامدهای مخرب، تنها با رعایت الزامات پدافند غیرعامل محقق میگردد. حفاظت از زیرساختهای حیاتی در مقابله با انواع مختلف تهدیدات، به عنوان یکی از اهداف پدافند غیرعامل، با ایجاد و توسعه راهبردهای حفاظتی مناسب و کارا امکانپذیر است. در این مقاله، برخی شیوهها و راهبردهای ملی حفاظت از زیرساختهای حیاتی بیان شده است. با ظهور و توسعه مفاهیم جدیدی همچون تابآوری در این حوزه، سیاستها، راهبردها و اقدامات مشترک طرحهای ملی حفاظت از زیرساختهای حیاتی تحلیل گردیده است. در نهایت، برخی اهداف راهبردی بعلاوه مهمترین الزمات و چالشهای پیشروی حوزه حفاظت از زیرساختهای حیاتی به منظور توسعه چارچوبها و با دیدگاهی آینده پژوهانه مطرح شده است. بدین ترتیب، با استفاده از روش مطالعات تطبیقی، برخی الزامات اولیه در رابطه با راهبرد ملی حفاظت از زیرساختهای حیاتی استخراج و تحلیل شده است که میتواند گامی موثر در پیشبرد اهداف پدافند غیرعامل کشور محسوب گردد.

طراحی مفهومی نظام مدیریت یکپارچه CCD در صنایع نظامی
با توجه به استقرار نظامهای مدیریتی براساس استانداردهای بین المللی (ISO) در صنایع نظامی واجرای نظاممند فعالیتها براساس الزامات این گونه نظامها، در حوزههای کیفیت، ایمنی، سلامت، محیط زیست و سایر حوزهها، به نظر میرسد علیرغم اهمیت بسیار زیاد مباحث پدافند غیرعامل و نیز وجود ابلاغیههای پراکنده در این زمینه، متاسفانه بهطور نظاممند با مباحث پدافند غیرعامل رفتار نشده و همیشه جای خالی الزامات این حوزه در نظامهای مدیریتی بهچشم میخورد و خلاء ناشی از آن خسارات جبرانناپذیری بههمراه خواهد داشت. هدف کلی، یکپارچهسازی نظام مدیریت کیفیت و CCD در تمامی مراحل چرخه عمر محصول از طرحریزی تا امحاء درصنایع نظامی؛ برای کاهش آسیبپذیری محصولات، تجهیزات، تأسیسات، انسانها، اموال و افزایش توان مواجهه در مقابل تهدیدات دشمن و مخاطرات میباشد. در این تحقیق پس از شناسایی الزامات CCD مرتبط با صنایع نظامی و بهرهگیری از خبرگان حوزههای کیفیت، مکانیک، برق، عمران، نظام کیفیت و پدافند غیرعامل، طی نظرسنجی از طریق پرسشنامه و محاسبه میانگین نظرات، سرانجام الزامات منتخب و ضروری استخراج شده و با الزامات نظام مدیریت کیفیت تلفیق نموده و در نهایت به یک سامانه یکپارچه نایل شد. با توجه به اینکه نظام مدیریت کیفیت شامل تمامی الزامات عمومی و تخصصی در حوزهها و فرایندهای مرتبط با محصولات و خدمات شامل مدیریتی، منابع، صلاحیتها، آموزش، زیرساخت، بازرگانی، طراحی و توسعه و ... میباشد و از طرفی الزامات پدافند غیرعامل خصوصا CCD از طرف سازمان بالادستی در قالب دستورالعمل و آیین نامه ابلاغ شده است، لذا با قراردادن الزامات مرتبط CCD در بند مربوط به الزامات نظام مدیریت کیفیت، میتوان به کمک ساختار نظام مدیریت کیفیت، الزامات CCD را همزمان اجرا نمود. الگوی پیشنهادی نظام مدیریت یکپارچه CCD، میتواند بهعنوان الگوئی برای صنایع نظامی و همچنین غیرنظامی مورد بهرهبرداری قرارگیرد تا با رعایت الزامات پدافند غیرعامل در کنار الزامات نظامهای مدیریتی در برابر تهدیدات آمادگی داشته و ضمن اقدام موثر از تلفات و خسارات احتمالی پیشگیری کرده یا بهحداقل برسانند و درنهایت رضایت مشتریان را فراهم آورند.

روش های کاهش سطح مقطع راداری برای آنتن های ریزنواری
فناوری نهانسازی یکی از روشهای مهم در محفوظ ماندن جنگندهها و کشتیهای نظامی در سرزمین دشمن به شمار میرود. یکی از روشهای فناوری نهانسازی، کاهش سطح مقطع راداری (RCS) آنتنهای مورد استفاده در رادارهای این جنگندهها و کشتیها میباشد. در این تحقیق، به روشهای کاهش سطح مقطع راداری برای آنتنهای ریزنواری و تاثیر این روشها روی عملکرد آنها پرداخته شده است. در ابتدا به تعریف و روابط حاکم بر سطح مقطع راداری و اهمیت کاهش آن پرداخته شده است. سپس شش روش اصلی کاهش سطح مقطع راداری برای آنتنهای ریزنواری در این گزارش آورده شده است. این شش روش عبارتاند از: شکلدهی آنتن، شکاف باند الکترونیکی (EBG)، تشدیدگرهای حلقوی شکافدار مکمل (CSRR)، صفحه زمین با سطوح انتخابگر فرکانسی (FSS)، ساختار فراموادی جاذب (MMA)، تشدیدگرهای ریزنواری. در هر بخش به مقایسه نمودار سطح مقطع راداری (RCS) آنتنهای مرجع و آنتنهای تغییر یافته برای کاهش RCS پرداخته شده است. مزایا و معایب هر یک از این روشها در بخشهای مربوطه بیان شده است.

شبیه سازی عامل مبنای عملیات امداد و نجات در حملات هوا پایه با تأکید بر تخصیص وظایف بین گروه ها
سامانههای چندعاملی (MAS) بـا شبیهسازی اجزای یک سامانه پیچیده بـهعنـوان عامـلهای هوشـمند و پیادهسازی شاخصهای تصمیمگیری آن امکان پیشآگاهی از شرایط بحرانی را فراهم میکنند. هدف اصلی این مقاله شبیهسازی عملیات امداد و نجات در حملات هواپایه و افزایش کـارایی گروههای امداد و نجات در شرایط بحرانی میباشد. پیادهسازی سامانه شبیهسازی در منطقه 3 تهران در چهار بخش اصلی انجام شد: 1) اولویتدهی منطقه با روش تاپسیس (TOPSIS) در محیط GIS، 2) شبیهسازی محیط عملیات با لحاظ عاملهای دخیل (عاملهای جستوجوگر، آزادساز و تیم پزشکی) با نرمافزار AnyLogic، 3) تعریف نحوه همکاری و تخصیص وظایف بین عاملها، 4) ایجاد سناریوها و تحلیل نتایج مختلف.نقشهی اولویت زیرساختها نشان داد که 21% از بلوکهای شهری در اولویت 1 حمله دشمن و به ترتیب 18، 29، 22 و 10 درصد در اولویتهای 2 تا 5 قرار دارند. با پیادهسازی شبیهساز مشاهده شد که با دو برابر کردن تعداد نیروهای امدادی در سناریوهای مختلف زمان عملیات 47% و تعداد نفرات فوتشده 9% کاهش مییابد. نتایج نشاندهنده قابلیت استفاده از سامانههای چندعاملی در طراحی سامانه شبیهساز و مدلسازی اجزاء تصمیم گیر بود. شبیهساز ایجاد شده میتواند در مدیریت، تصمیمگیری و پیشبینی میزان آسیبپذیری ناشی از حملات هواپایه استفاده شود.

بررسی خیز دالهای بتنی تقویت شده با استفاده از صفحات و میلگردهای پلیمری GFRP وCFRP
امروزه افزایش انعطافپذیری و مقاومسازی سازهها در برابر انفجار، برخورد و ضربه، یکی از اصلیترین دغدغههای سازمانهای دولتی در سراسر دنیا است. توجه به موضوع خرابی پیش رونده در سالهای اخیر، باعث پررنگ شدن اهمیت مقاومسازی سازهها در برابر بارهای ناگهانی مانند انفجار شده است. این در حالی است که اکثر سازههای موجود، مقاومت و شکلپذیری کافی در برابر انفجار و برخورد و ضربه را ندارند. در این پژوهش برای بهدست آوردن تغییر مکان دالها، رفتار یک دال بتن مسلح یک طرفه در چهار حالت تقویت نشده و تقویت شده با استفاده از صفحات پلیمری از نوع GFRP در سامانه باربر ثقلی ساختمان از رو و زیر دال تحت بار انفجار تماسی بهصورت یک سازه یک طبقه با یک دهانه در برابر فشار مستقیم ماده منفجره مورد بررسی قرار گرفته است. مدلسازی در این پژوهش با خرج انفجاری از جنس TNT و به شکل مکعبی به مقدار 5/0کیلوگرم جهت ارزیابی خیز دال ها با استفاده از نرم افزار اجزاء محدود ANSYS که قابلیت تحلیل سازه تحت بار انفجاری را دارا میباشد، انجام گرفته است. شاخص های بارگذاری بهدست آمده با مدلسازی هندسی و دیگر شاخصهای مورد نیاز سازه در نرمافزار بهصورت ساخت اشیاء سه بعدی کامپیوتری از نرمافزار میباشد. بهطور خلاصه نتایج این تحقیق نشان میدهد که استفاده از ورقهای تقویت GFRP و CFRP در کاهش مقدار جابهجایی دال بر اثر نیروی حاصل از انفجار، جلوگیری از قلوهکنی و فروریزش آوار در دالها موثر بوده و موجب کاهش 62 درصدی تغییر مکان دال خواهد شد. همچنین با افزایش ضخامت دالها و قطر میلگردهای GFRP و تعداد لایههای CFRP و درصد پوشش آن بر دالها، خیزی که توسط نمونهها تجربه شده است، به شدت کاهش یافته است.

تحلیل خرابی پیشرونده سیستم قاب خمشی فولادی مهار شده با دیوار برشی بتنی
یکی از راهکارهای مطرح در پدافند غیرعامل، محافظت ساختمانهای مهم در برابر خرابی پیشرونده است. خرابی پیشرونده پدیدهای است که در شرایط خاص به علت حذف برخی از اعضای سازهای در یک ساختمان امکان وقوع دارد. در این تحقیق با استفاده روش مسیر بارجایگزین مندرج در ضوابط UFC 4-023-03 به ارزیابی خرابی پیشرونده یک ساختمان 26 طبقه مسکونی ساختهشده در تهران در برابر چندین سناریوی حذف ستون و دیوار برشی واقع در طبقه همکف پرداخته شده است. تحلیل تاریخچه زمانی غیرخطی توسط نرمافزار SAP2000 و بر اساس ضوابط UFC انجام شده است تا توانایی ساختمان برای پل زدن روی اعضای باربر باقی مانده مورد ارزیابی قرار گیرد. مفاصل پلاستیک در تیرها و ستونها در قاب خمشی ویژه طبق دستورالعمل ASCE41-17 و FEMA356 تعریف شدند. دیوارهای برشی تیز به دو روش پوسته چند لایه و روش ستون معادل میانی مدلسازی گردید. نتایج بهدستآمده، نشان میدهد با آرایش صحیح دیوارهای برشی سیستم دوگانه در محدوده ضوابط آییننامهای توانایی مناسبی جهت مقابله با خرابی پیشرونده بهدست خواهد آمد.

نقش ساختار شبکه معابر شهری در شکل گیری فضاهای بی دفاع شهری نمونه موردی: محله قطارچیان شهر سنندج
اگر فضا عنصری مهم در ایجاد رویدادهای اجتماعی در بستر شهر قلمداد شود پس نوع کنارهم قرارگیری فضاها با یکدیگر و خوانش آن میتواند درک بهتری از ساختار فضایی یک محدوده اعم از شهر، محله، واحد همسایگی و امثال آن به ما ارائه دهد. الگوهای اتصال فضاها با یکدیگر، انسجام فضایی حاصل از آنها و میزان عمیق بودنشان همگی در یک کلیت به ما حق انتخاب برای عبور از یک فضا را میدهد و نیز به ما یادآور میشود که شبکه معابر جزئی از زیرساختهای ماندگار شهر است که به نحوی نوع تعاملات، شکل آنها و رفتارهای اجتماعی را فرممند میسازد. بافتهای قدیم شهری جزء میراث تاریخی و فرهنگی شهرها بوده و واجد ارزش زیادی هستند که در این میان با دارا بودن شبکه معابری ارگانیک نوعی آشفتگی را به ذهن متبادر میشوند. اگرچه دیروز حامل ارزشهای معنایی و هویتی خاص خود بودند اما امروز با دارا بودن ساختمانهای نیمهکاره، فضاهای گمشده، کنجهای تاریک، عقبرفتگیها و مانند آن که عمدتاً محصول پیکرهبندی فضاست هر یک بهسهم خود بستر لازم برای وقوع جرم احتمالی و عدم امنیت روانی کافی و در یک کلام ایجاد فضاهای بیدفاع شهری را مهیا ساخته است. روش این پژوهش توصیفی- تحلیلی است. از مطالعات اسنادی در جهت تدوین مبانی نظری و نیز نرمافزارهای دپس مپ و جی آی اس و مشاهدات میدانی در راستای تحلیل استفاده شده است. نتایج حاکی از آن است که با اصلاح هندسی برخی محورها (از جمله استخوانبندی اصلی بافت) و دیگر معابر ارگانیک، جانمایی کاربریهایی که موجبات سرزندگی هر چه بیشتر محله را فراهم آورد و ایجاد دسترسیهای کارآمد که قابلیت حرکتی را نیز افزایش دهد میتوان امید داشت محله قطارچیان از ورطه نابودی رهانیده شود.

راهکارهای کاهش آسیبپذیری زیستمحیطی ناشی از ریزگردها (مطالعه موردی: زابل)
پدیده گرد و غبار یکی از زیانبارترین بلایایی است که مشکلات عدیدهای را در مناطق مختلف جهان بهوجود آورده است. وقوع این پدیده در چند سال اخیر، بدون شک یکی از معضلات مهم زیستمحیطی کشور را بهوجود آورده است. ریزگردها همراه با آلایندههای دیگر بیشترین تبعات خطرناک زیستمحیطی را بهوجود میآورند که میتوان به اثرات مخرب آن بر سلامت انسانها، اختلال در زندگی روزمره، کاهش تولیدات دامی و کشاورزی، پوشش گیاهی و تخریب خاک اشاره کرد. در ایران منطقه زابل به شدت تحت تأثیر این پدیده قرار دارد؛ بنابراین، لزوم انجام تحقیقی در زمینه بررسی این اثرات و ارائه راهکارهای مناسب جهت کاهش اثرات آن ضروری به نظر میرسد. هدف از این پژوهش ارائه راهکارهایی بهمنظور کاهش آسیبپذیریهای زیستمحیطی ناشی از ریزگردها در شهرستان زابل بوده است. بدین منظور بعد از معرفی کامل شهرستان زابل تعداد 30 عدد پرسشنامه تهیه و در بین اساتید، دانشجویان مقطع دکتری و کارشناسی ارشد رشته مهندسی محیطزیست، توزیع و در تحلیلهای آماری مورداستفاده قرار گرفت. برای ارزیابی عوامل محیطی دادهها از ماتریس ارزیابی عوامل درونی و بیرونی و برای تعیین راهکارهای مناسب جهت کاهش آسیب بادهای 120 روزه از تحلیل SWOT استفاده شد. نتایج بیانگر آن است که طرح شکایت از کشور افغانستان در مجامع بینالمللی بهمنظور توقف پروژههای سدسازی بر هیرمند در راستای ارتقاء امنیت ملی بهعنوان یک مرکز مهم در کشور مهمترین راهبرد بهمنظور کاهش آسیبهای ریزگردهای شهرستان زابل است و بعدازآن به ترتیب کاهش آسیبپذیری زیستی با استفاده از فناوریهای کارآمد آبیاری قطرهای و اعطای تسهیلات ویژه به کشاورزان شهرستان زابل و استان سیستان و بلوچستان بهمنظور استفاده از زمینهای بایر برای کشاورزی، ایجاد مناطق محافظتشده و ممنوعه چرای دام در مناطق مستعد بیابانی شدن در حاشیه غربی شهر و ساخت سکونتگاهها خارج از مسیر حرکت ماسهها منطقه، جزء راهبردهای اساسی جهت مقابله با این پدیده میباشند. همچنین در این پژوهش برای وضعیت زیستمحیطی شهر زابل و در راستای مقابله با آسیبهای زیستمحیطی ناشی از ریزگردها مجموعاً 20 نقطه قوت، 30 نقطهضعف، 20 فرصت و 30 تهدید برشماری گردید. بر همین اساس و با بهرهگیری از روش SWOT وضعیت زیستمحیطی شهر زابل در مواجهه با طوفانهای گردوغبار در ناحیه تدافعی تعیین و مجموعه راهبردهای زیستمحیطی مناسب با رویکرد تدافعی ارائه گردید.
