The main purpose of this paper is to develop a design guide for locating underground urban shelters based on the criteria that are used in the passive defense. Today, the passive defense alongside the defense is one of the security systems for residential settlements of interest to urban planners; underground shelters are one of the main examples of the passive defense among them. Underground shelters once more emphasize that sub-surface structures such as subway lines and spaces such as underground shops and shopping centers are defined as urban elements in the urban spatial structure. Therefore, this research is based on passive defense criteria and attempts to find the desirable location of underground shelters on the metro stations of Tabriz Metro Station. The method of this research is descriptive-analytic and based on its purpose, and it is an applied research. The technique used to prioritize and weigh the criteria is the Delphi technique and the technique to prioritize the choices that are made to establish desirable locations is the AHP technology shelters. Accordingly, the five main criteria were developed from non-operational defenses, namely access criteria, demographic criteria, environmental permeability, physical criteria and performance criteria, and a total of 25 sub-criteria. Finally, after comparing the stations as the location of the shelters On the central stations of Tabriz Metro Line 1 and 2, Station 6 was selected as the desirable station for the deployment of a refuge on Tabriz Metro Line 2.
