مطالعه راهبردی کاهش آسیب پذیری سامانه های قدرت در برابر پالس های الکترومغناطیسی

چکیده .

تهدیدات الکترومغناطیسی ناشی از پالس الکترومغناطیسی باند باریک و گسترده یکی از تهدیدات نوظهور محسوب شده و از اهداف این تهدیدات سامانه قدرت است. سامانه قدرت که شامل سه بخش تولید و انتقال و توزیع میباشند، در صورت فقدان زیرساختهای لازم در برابر این تهدید میتواند آسیبپذیر باشد. در این مقاله که مبتنی بر SWOT است با کمک گروهی از خبرگان از صنعت برق تا مراکز نظامی و دانشگاهی ابتدا نقاط SWOT امتیازدهی شده است که این خبرگان حدود 40 نفر بودند و با استفاده از فرمول کوکران انتخاب شدهاند. جهتگیری راهبردها به سمت راهبردهای تدافعی بوده، بنابراین در ادامه با تلفیق نقاط مطرح شده 6 راهبرد تدافعی، 4 راهبرد محافظهکارانه، 3 راهبرد تهاجمی و 3 راهبرد رقابتی ارائه شده و سرانجام از این راهبردها، 47 راهکار مناسب با هدف کاهش آسیبپذیری سامانه قدرت استخراج و ارائه شده است، با این چشمانداز که در صورت به‌کارگیری دشمنان نظام مقدس جمهوری اسلامی از این تهدیدات علیه سامانه قدرت کشور، کمترین آسیب زیرساختهای حیاتی را به چالش بکشد و بتواند به فعالیت خود ادامه دهد.

The Strategic Study of Reducing the Vulnerability of Power Systems Against Electromagnetic Pulses

The electromagnetic threats caused by narrowband and wideband electromagnetic pulses are one of the emerging threats. One of the targets of these threats is the power system. The power system has three main parts: production, transmission and distribution. In this article which is based on SWOT analysis, 40 people are selected using the Cochran's formula from a group of experts from the electricity industry, the military and academic centers to rate the SWOT points. Since the strategies are oriented toward defensive strategies, 6 defensive, 4 conservative ,3 offensive and 3 competitive strategies are presented by combining the discussed points. From these strategies, 47 appropriate strategies are developed to reduce the vulnerability of the power system, with the prospect that if the enemies of the Islamic Republic use these threats against the country's power system, least damage is imposed on vital infrastructures and this industry can continue its activities.
