The production of electromagnetic pulses with narrow width and high power, and their application in battles involving electromagnetic equipment, poses a significant threat to the destruction and disruption of electronic and telecommunication systems. This technology has garnered serious attention from the United States and other nations, as adversaries may deploy an electromagnetic bomb to generate a pulse-shaped electromagnetic wave that penetrates electronic systems, causing permanent damage or disruption.In addition to their use in accelerators, pulsed power systems have numerous applications in industrial, military, chemical technologies, and specialized equipment. Given the unique characteristics and extraordinary applications of pulsed power, this article will explore systems based on pulsed power and assess their supply and localization capabilities. We will evaluate the factors of the internal and external environment and employ SWOT analysis to derive strategies, solutions, and programs with a focus on passive defense.In this context, we have identified 35 internal factors (strengths and weaknesses) and 29 external factors (opportunities and threats). After prioritizing the strategies, we have extracted 16 robust strategies and proposed programs, plans, and projects aligned with the objectives and timelines. To localize systems based on pulsed power, it is essential to establish the necessary infrastructure and make appropriate investments in human resources, which can expedite this process within the framework of knowledge-based companies.
