The production of electromagnetic pulses with low width and high power and its use in battles based on electromagnetic equipment is very likely to destroy and disrupt electronic and telecommunication equipment. This equipment and technologies related to it have been seriously considered by the United States and other countries, and the enemies may use an electromagnetic bomb to create a pulse-shaped electromagnetic wave that penetrates electronic systems and causes permanent damage or disrupts them. Apart from being used in accelerators, pulsed power systems have many applications in industrial, military, and chemical technologies and special equipment. Considering the special nature and extraordinary applications of pulsed power, in this article we will study systems based on pulsed power and examine their supply and localization capabilities by evaluating the factors of the internal and external environment and using SWOT analysis to derive strategies, solutions, and Plans and programs have been addressed with a passive defense approach. In this regard, 35 internal factors (strengths and weaknesses) and 29 external factors (opportunities and threats) have been extracted, and after prioritizing the strategies, 16 strong strategies have been extracted and programs, plans, and projects have been proposed in accordance with the objectives and in terms of time. To localize the systems based on pulsed power, its infrastructure should be provided and in terms of human resources, appropriate investment should be made, which can speed up this process in the context of knowledge-based companies.
