In today's world, cities depend on a complex network of infrastructures such as transportation systems, water and electricity facilities, communication and information technology, health and health, etc. Managing and controlling these systems separately leads to waste of resources, lack of coordination and slow response in emergency situations. Cities, as the most complex human creation, are always among the first spaces that are threatened by natural or human hazards, so that these disturbances can have irreparable consequences for the city and the urban society. The city in civil life consists of three main pillars, which are: citizens (people), city body (infrastructure) and urban management. The proper functioning of urban infrastructure as one of the urban assets in the city area guarantees social welfare, economic prosperity and political stability in cities. This is why in wars and military conflicts, urban infrastructure systems are among the first and most important targets that are attacked by enemies and are at serious risk during disasters and natural disasters. Integrated command and control provides a solution to improve the efficiency and sustainability of urban infrastructure by providing an integrated system for data collection, information analysis and intelligent decision making. This article examines the main features of integrated command and control in urban infrastructure. Among these features, the following can be mentioned: information integration, global security, fast and intelligent response, allocation of necessary resources, advanced risk management, intelligent decision-making, coordination and convergence in resource and facility management, cost reduction. This research, which is of an applied and developmental type, with a mixed approach and the use of the library method, (with the survey tool) and the field method (with the interview and questionnaire tool) with the aim of determining the structural characteristics governing the integrated command and control system of urban infrastructures and also They have been prioritized. A targeted interview was conducted with 15 managers and experts in urban and crisis management, as well as command and control, and then the statistical population was determined to be 30 people and the sample size to distribute the questionnaire was determined to be 28 people using the Cochran formula. Among the 33 features counted, the first 5 features of the integrated command and control system of urban infrastructure were determined.
