Recent military and security developments indicate that the nature of threats against nations has evolved beyond traditional and single-dimensional patterns, shifting toward complex, multilayered, and hybrid threats encompassing economic, institutional, social, cognitive, and infrastructural dimensions. In this context, urban economies—given their concentration of population, production, distribution networks, and service provision—have emerged as one of the most critical arenas of confrontation with hybrid threats, particularly under wartime conditions. The experience of the 12-day conflict between Iran and the Zionist regime has further highlighted the importance of urban economic resilience, especially in the capital city, as well as the decisive role of governance in maintaining and sustaining vital urban functions during wartime. This study seeks to address the question of what measures and actions governance systems should adopt under wartime conditions to prevent collapse or severe disruption of urban economic functions. By focusing on the nexus between urban economy, governance, and passive defense, the research aims to identify and explain the policy requirements necessary to strengthen urban economic resilience. The present study is applied in terms of its objective and adopts a qualitative approach. Thematic analysis was employed as the method for analyzing the data. The findings indicate that enhancing urban economic resilience requires the adoption of a resilient, centralized, and coordinated governance model grounded in passive defense principles, continuity of critical services, organized community participation, and institutional preparedness prior to crises. Accordingly, the article identifies and proposes seven essential measures to promote economic resilience and effective governance during crisis conditions.
