Cities are continuously affected by a spectrum of human-made (e.g., war) and natural disasters (e.g., floods and earthquakes), causing significant damages, particularly to the housing sector in low-income communities. Vulnerable populations, including marginalized groups and residents of informal settlements, bear the highest costs of these crises. Housing reconstruction in these contexts requires an integrated approach, from temporary to permanent shelter provision. In this regard, social capital, by leveraging the capacity of informal community groups and intra-group and inter-group synergy, plays a key role in accelerating the reconstruction process and disaster management. The present descriptive-analytical study aims to assess the constituent components of social resilience and social capital in informal settlements in District 10 of Tabriz, Iran. Data were collected through a questionnaire administered to elites and experts, converted to a Likert scale across 5 axes and 24 items, and then indexed. Numerical analysis was performed using Pearson, Kendall, and Spearman correlation tests to identify relationships and examine result bias. District 10 exhibits relatively favorable social capital in terms of "internal cohesion and shared values," yet it suffers from deep structural gaps in "a clear local practical model," "genuine institutional receptivity to participation," "a shared forward-looking vision," and "informal operational leadership." Therefore, the effectiveness of post-disaster housing reconstruction in this district depends not on simply increasing cohesion or trust, but on simultaneously strengthening these four missing links prioritizing small-scale spontaneous projects, mandating institutional requirements for genuine local participation, and conditioning external resource absorption on a locally endorsed vision.
