واکاوی آسیب‌پذیری ساختار شهری از منظر پدافندی در زمان جنگ با تأکید بر عامل فاصله (موردمطالعه: شهر بندر ترکمن)

چکیده

بشر در طول تاریخ همواره صحنه­های جنگ و برخوردهای نظامی را تجربه کرده و کمتر سرزمینی از این آفت مصون مانده است تقویت تأسیسات دفاعی شهری، تعبیه راه­های گریز از خطر، بهبود وضع خدماتی که در زمان دفاع ضرورت می­یابد امری ضروری و اجتناب‌ناپذیر است. از این منظر تلاش آدمیان برای بقاء آن‌ها را ناگزیر به تجهیز در برابر تهدیدات کرده است، امروزه شهر به‌عنوان مهم‌ترین سکونتگاه بشری، باید نیازمندی­های گوناگون بشری را برآورده سازد بر اساس اهمیت موضوع، پژوهش حاضر با رویکرد توسعه‌ای- کاربردی و ترکیبی از روش‌های توصیفی- تحلیلی به بررسی موضوع در شهر بندر ترکمن پرداخته است و با ارائه روشی، شهر و عناصر شهری تأثیرگذار در موضوع پدافند غیرعامل از منظر فاصله از مرکز شهر بندر ترکمن مورد تجزیه‌وتحلیل قرار می­گیرند که به دنبال کاهش خسارات احتمالی حاصل از مخاطرات انسانی و طبیعی در شهر است وقوع حوادث طبیعی و انسانی تلفات سنگینی را در شهرها ایجاد می­کند این مسئله توجه به ابعاد آسیب‌پذیری و دست‌یابی به استانداردها آسایش شهر از منظر پدافند غیرعامل را گریزناپذیر می­کند به‌منظور شناخت عناصر آسیب­پذیر با رویکرد پدافند غیرعامل در شهر بندر ترکمن با توجه به مطالعات پیشین در این زمینه از روش سلسله‌مراتبی استفاده گردیددر این راستا پس از شناسایی معیارها اقدام به تهیه پایگاه داده­های مکانی در سامانه اطلاعات جغرافیایی (Arc GIS) شد، در ادامه پس از استاندارد­سازی این معیارها به روش (AHP) در محیط نرم‌افزار با استفاده از ابزارهای شناسایی به هر یک از معیارها وزن خاصی اختصاص داده شد. سپس با تلفیق و روی هم‌گذاری این معیارها، بر اساس (مدل AHP)، نقشه نهایی که بیانگر مناطق آسیب­پذیر در سه گویه (زیاد، متوسط و کم) است همچنین شاخص­های شهری تأثیرگذار در این موضوع نظیر (فاصله از مراکز درمانی و مراکز حمل‌ونقل و...) نیز مورد بررسی قرار گرفته و بر اساس آن‌ها پهنه‌بندی آسیب­پذیری شهر ارائه گردید.

چکیده [English]

Humans have continuously experienced war scenes and military confrontations during the history and very few regions have been immune to this pestilence. Reinforcing the urban defensive facilities, embedding escape routes from danger and improving the service state is necessary in times of defense and an inevitable matter. From this manner, the effort of humans for survival has made them desperate to be equipped before the threats. Nowadays, city as the most important inhabitance of humans must provide different human requirements. Based on the importance of    the subject, the present study is evaluating the subject in the Turkmen port city with an     applicable- developmental approach and a combination of descriptive- analytical methods. In our proposed method, the city and its urban elements which are effective in passive defense are analyzed regarding their distance from the city center by which we have sought decreasing the probable damages caused by human and natural disasters. Occurrence of natural and human disasters creates heavy damages. This matter makes consideration of aspects of vulnerability and reaching urban welfare standards from the passive defense perspective inevitable. In order to recognize the vulnerability elements with the passive defense approach in the city of Turkmen port considering the previous studies in this subject, the AHP method was used. In this manner, after identifying the criteria, the effort was made to conduct the location database in the geographical information system (Arc GIS). After standardizing these criteria with the AHP method, in the software atmosphere each criterion was given a certain weight using the identification tools. Then with combination and collaboration of these criteria, based on the AHP model, the final map which defines vulnerable areas in three categories (low, medium and high) was drawn. The effective urban criteria such as distance from medical centers and public transportation centers, etc. were also evaluated and based on them the urban zoning and vulnerability were presented.
