اولویت‌‌‌‌بندی تهدیدهای محتمل و ارزیابی موقعیت زیرساخت‌‌‌‌های شهر سمنان در پهنه‌‌‌‌های آسیب‌‌‌‌پذیر با رویکرد پدافند غیرعامل

چکیده

امنیت از موضوعات بسیار مهمی است که در قرآن و روایات نیز بسیار به آن اشاره‌شده و همچنین یکی از مفاهیم با اهمیت، پیچیده و جدید در دنیای امروز است؛ به‌گونه‌ای که در بسیاری از مباحث سیاسی، اجتماعی، اقتصادی و ... مطرح ‌شده و یکی از اساسی‌ترین اهداف و کار ویژه‌های همه نظام­های سیاسی در کلیه اعصار و دوران بشری بوده است. زیرساخت‌‌‌‌ها نقش تعیین‌‌‌‌کننده‌‌‌‌ای در فرآیند امن یک جامعه داشته و حفظ امنیت آن­ها در برابر حملات و تهدیدها، جزء اولویت‌های امنیتی هر کشور محسوب می­گردد. بر همین اساس شناخت وضعیت کنونی و اولویت‌‌‌‌بندی تهدیدهای محتمل و تعیین سطوح مراکز ثقل زیرساخت‌های شهری با رویکرد پدافند غیرعامل می‌‌‌‌تواند به‌عنوان راهکاری کارآمد، به تدوین راهبردهای مرتبط با حوزه پدافند غیرعامل شهر منتج شود. در این راستا مقاله حاضر با استفاده از روش توصیفی- تحلیلی، پس از جمع‌‌‌‌آوری داده‌‌‌‌ها و اطلاعات موردنیاز، ابتدا به اولویت‌‌‌‌بندی تهدیدهای محتمل و سپس به ارزیابی موقعیت زیرساخت‌‌‌‌های شهر سمنان در پهنه‌‌‌‌های آسیب‌‌‌‌پذیر با رویکرد پدافند غیرعامل پرداخته است. اولویت‌‌‌‌بندی تهدیدهای شهر سمنان در سه حوزه سخت، نیمه سخت و نرم انجام شد، معیارها و شاخص­های به کار گرفته‌شده در آن شامل «شدت خسارت»، «توانایی دشمن» و «جذابیت هدف» بوده است. بررسی ارزش­دهی این تهدیدها در شهر سمنان، نشان می­دهد؛ که تهدیدهای نیمه سخت با میانگین 19.4 در رتبه یک، تهدیدهای نرم با میانگین 13.5 در رتبه دوم و تهدیدهای سخت با میانگین 11.6 در رتبه بعدی قرار دارد. نتایج حاصله از ارزیابی موقعیت زیرساخت‌‌‌‌های حساس و مهم شهر سمنان در پهنه‌‌‌‌های آسیب‌‌‌‌پذیر نشان می‌دهد حدود 50.69 درصد از زیرساخت‌‌‌‌های حساس، حدود 34.08 درصد از زیرساخت‌‌‌‌های مهم و 15.23 درصد از زیرساخت‌‌‌‌های قابل حفاظت شهر سمنان در پهنه آسیب‌‌‌‌پذیری بسیار زیاد، قرار گرفته است.

Security is one of the most important issues that is mentioned a lot in the Qur'an and hadiths and is also one of the most important, complex and new concepts in today's world; As it has been discussed in many political, social, economic, etc. issues and has been one of the most basic goals and special work of all political systems in all ages and human eras. Infrastructure plays a crucial role in the safe process of a society and maintaining their security against attacks and threats is one of the security priorities of any country. Accordingly, recognizing the current situation and prioritizing potential threats and determining the levels of gravity centers of urban infrastructure with a passive defense approach can lead to the development of strategies related to the field of passive defense as an effective solution. In this regard, the present article, using a descriptive-analytical method, after collecting the required data and information, first prioritizes potential threats and then evaluates the location of Semnan city infrastructure in vulnerable areas with a passive defense approach. The threats of Semnan city were prioritized in three areas: hard, semi-hard and soft. The criteria and indicators used in it included "damage intensity", "enemy ability" and "target attractiveness". The study of the evaluation of these threats in the city of Semnan shows; Semi-hard threats with an average of 19.4 are in the first rank, soft threats with an average of 13.5 in the second rank and hard threats with an average of 11.6 in the next rank. The results of evaluating the location of sensitive and important infrastructures in Semnan in vulnerable areas show that about 50.69% of sensitive infrastructures, about 34.08% of important infrastructures and 15.23% of protected infrastructures in Semnan are in very vulnerable zones.
