ارزیابی میزان آسیب‌پذیری ساختار پدافند غیرعامل شهر دزفول در برابر حملات هوایی

چکیده

آسیب­پذیری شهری میزان خسارتی است که در صورت بروز سانحه به اجزا و عناصر یک شهر بر حسب چگونگی کیفیت آنها وارد می شود؛ بررسی ساختار­های یک شهر و ریز پهنه‌بندی آسیب­پذیری آن از منظر پدافند غیرعامل گامی است به‌سوی چشم­انداز آینده شهر ایمن. پژوهش حاضر چالش آسیب­پذیری در ساختار­های شهری از منظر پدافند غیرعامل است و رویکرد مورد انتظار مدل­سازی جهت شناسایی این زیرساخت­ها است. قلمرو مطالعه حاضر؛ شهر دزفول در استان خوزستان و به‌عنوان مرکز پشتیبان جنگ است. این پژوهش به لحاظ هدف، کاربردی و از لحاظ روش­شناسی توصیفی ـ تحلیلی مبتنی بر رویکرد مطالعات مکانی- مدلی است و شاخص­هایی در قالب 10 دسته شناسایی شد و با استفاده از تحلیل ترکیبی AHPFUZZY-GIS وزن­دهی نقشه­های فواصل برای آن­ها طراحی و استاندارد شد. برای توزیع فضایی و بررسی آسیب‌پذیری پدافندی از ابزارFUZZY OVERLAY در نرم‌افزار ArcGIS استفاده شده است. نتایج نشان می­دهد که در بررسی  شاخص­های مورد مطالعه شاخص مراکز انتظامی و انبار با وزن 116/0 و 113/0 به‌عنوان مهم­ترین شاخص در زمینه پدافند غیرعامل شناسایی شدند. در بخش پهنه­بندی ساختار­های شهری دزفول بیشترین بخش­هایی که مورد خطر تهاجم در حمله هوایی بودند و در وضعیت کاملاً آسیب­پذیر قرار داشتند عبارت بودند از: 28/41 مراکز انبار، 29/84، مراکز مسکونی، 38/62 مراکز تجاری، 32/35 مراکز اداری، 100 مراکز اداری، پایانه و مراکز بهداشتی، 27/18 مذهبی، 28/39 آموزشی و 38/33 راه­های این شهر. با توجه به این نتایج باید گفت که وضعیت شهر دزفول از منظر پدافند غیرعامل بخصوص برای حمله هوایی بسیار نامناسب و است و در صورت هرگونه حمله این شهر با مشکل جدی روبه‌رو خواهد بود.

Vulnerability Assessment of Dezful’s Passive Defense Against Air Attacks

Urban vulnerability is the quality and extent up to which the components and elements of a city are damaged in the event of an incident. The study of a city’s structures and the zoning of its vulnerability from the perspective of passive defense is a step towards the future prospects of a safe city. This paper studies the vulnerability challenge in city structures from a passive defense point of view and it is the expected modeling approach to identify these infrastructures. The statistical society of this paper is Dezful city, Khouzestan province; as the center of war provisions. This is a practical study from an objective point of view and an analytical descriptive study methodologically. It is based on space-modeling studies approach with10 formats of characteristics being identified and with the assistance of mixed analysis of AHPFUZZY-GIS, weighing distance maps has been designed and standardized. OVERAL FUZZY tools in ArcGIS application are used for spatial distribution and studying defense vulnerability. The results indicate that in analyzing indexes, police stations and warehouse indexes were the most significant ones in passive defense with weighs of 0.116 and 0.113. In Dezful's microsphere of urban structures, the following places were in danger of air strike attacks and had a completely vulnerable situation: 28/41 warehouse centers, 29/84 residents, 38/62 shopping centers, 32/35 business offices, 100 terminals and restrooms, 27/18 religious centers, 28/39 education centers and 38/33 the roads. According to these results it is clear that the situation of Dezful city from passive defense view is precisely not suitable for the times of air strikes and in case of any attacks the city will face major problems.
